Jiangxi has unique advantages in medium and heavy rare earth resources, and is the discovery and main production area of ion type rare earths in southern China. Ganzhou City has a rare earth prospect reserve of nearly 10 million tons, ranking first among similar minerals at home and abroad, and its resource advantages are very obvious. In recent years, under the guidance of the provincial party committee and government, the development and utilization order of rare earths in Jiangxi Province has been continuously standardized, the industrial structure has been continuously optimized, the management level has been continuously improved, the ecological environment has been continuously improved, and the resource guarantee capacity has been continuously enhanced. The group for the development of the southern ion type rare earth industry has begun to take shape.

CPPCC member Huang Guanghui believes that as the main gathering area for rare earths in Jiangxi Province, Ganzhou City has achieved a considerable scale of industrial development. The Ganzhou Municipal Party Committee and Government have proposed a strategic deployment of "focusing on industry and doubling in three years", making the rare earth industry one of Ganzhou's six leading industries worth billions of yuan. Drawing on the successful experience of the "Silicon Valley" in the United States and the Cambridge Industrial Park in the United Kingdom, they have put forward the strategic goal of building Ganzhou into China's "Rare Earth Valley", making China's "Rare Earth Valley" a truly world-renowned high-tech industrial park for rare earth and rare metals, and driving the economic development of our province.

Huang Guanghui stated that relying solely on the efforts of the Ganzhou Municipal Party Committee and Government is not enough to transform China's "Rare Gold Valley" into a technology park with enormous influence on a global scale domestically. Huang Guanghui suggested that the resources of the whole province should be gathered, with the provincial party committee and government leading the top-level design, establishing and improving a collaborative mechanism to promote the development and construction of China's "Rare Gold Valley", and issuing special policies to support the construction of the "Rare Gold Valley" in various aspects such as talent introduction, fund raising, production innovation hardware facilities, and intellectual property protection.

In addition, Huang Guanghui believes that establishing a national rare earth exchange in Ganzhou is of great significance for consolidating our province's position as a distribution center for rare earth resources, enhancing Jiangxi's discourse power and control over rare earth pricing. Therefore, it is suggested that the provincial level coordinate with the National Development and Reform Commission, seek support from the national level, introduce investors with background strength and the ability to reflect the national will, and restructure the Ganzhou Rare Metals Exchange on the basis of the original one, and establish it in the "China Rare Metals Valley". As a supply base and product trading center for large ion rare earths in southern China, it is suggested that Jiangxi Province also support Ganzhou in applying for the pilot city of national rare earth industry transformation and upgrading, in order to strive for more domestic industrial policies and financial support.

Huang Guanghui also suggested that in the future, the provincial party committee and government can focus on deploying enterprise projects related to rare earth and tungsten industries in Ganzhou High tech Zone, providing strong support for the development of the "Rare Metal Valley". At the same time, we will increase support and policy support for technology talents in the "Rare Gold Valley".
